The Resilience-Adjusted Redundancy reading (SRI × fragility) separates duplication that buffers shocks from duplication that dilutes resources. Funding the second is the most common portfolio error we measure.
Enforcement is a necessary condition — allocate conditionally on it.
Necessity of rule enforcement for support effectiveness is 0.854 (threshold 0.8, coverage 0.775). Where it is absent, invest in the soil (rules, revocable accreditation) before content.
The module is urban — fund city basins, not national envelopes.
