Predicted business creation per 1,000 working-age adults for apparatus-builder countries rises from 1.3 under weak enforcement to 6.4 under enforced rules (endowment-based: 1.5 → 4). Replicated on 111 countries.
Where rules are enforced, more visible portals lower outcomes.

93 of 115 countries show governance architecture ahead of delivered substance. The Ecosystem Effectiveness Score (world 0.72) tells you whether adding a structure or removing a redundancy is the better move.
