The urban modules matter more than the national envelope: 68.4 % of composition variance sits within countries (COTEE, H4).

The science in the report

How Angola is read — COTEE, meta-organization, gender, AEEI

A country report does not add up a score. It reads the ecosystem as a cultivated order: the soil (rule enforcement) conditions what the seed (actors present) and the gardener (built support) can produce — then measures the meta-organization, gender inclusion and the AEEI pillars on the same grid.

COTEE profile

Soil · seed · gardener

Enforcement regime (WGI 2023), share of built support vs base endowment, share of actors created by the State or donors, number of urban modules, and the predicted creation under the current regime and under enforced rules (1.36.4 for apparatus builders, 1.54 for endowment-based ecosystems).

Meta-organization

Architecture × substance

Coverage (CI), functional differentiation (FDI), membership turnover, network density, VRIO coverage, service redundancy (SRI) and effectiveness (EES) — then the readings: resilience-adjusted redundancy, governance vs endowment, form vs substance, three-mechanism index. Each value is positioned against the world figure.

Gender

Aligned Gender Index × supply

AGI on three dimensions (economic, social, representation; 0–100), rank among the 53 African countries scored, and the share of women-focused structures in the registry (‰ of actors). Continental reference: mean 49, East Africa best region (57), Maghreb lagging (40).

AEEI × Stam's elements

Composite, pillars, COTEE re-reading

Angola is covered by the AEEI (54 African countries, 7 measured pillars): the live snapshot below shows its composite, rank and pillars against the Africa average. The report re-reads each pillar through COTEE.

See these elements re-read through COTEE

On Expert, the AEEI elements are sorted into COTEE layers — Soil (rules), Seed (contents), Gardener (apparatus) — and read conditionally: contents only pay off where rules bind.
